Enhancing ISR Collection Planning Efficiency for Military Decision Makers

Aptima completes ‘COGSWORTH’ SBIR Phase II contract, demonstrations at SOF Week 2025

Woburn, MA – April 21, 2025 –Aptima Inc., a leader in optimizing human performance through innovative technologies, announced today that it has successfully completed the Small Business Innovation Research (SBIR) Phase II contract for COGSWORTH (Collection Optimization and Generation Synchronized with Optempo Reasoning Tailored to Humans). This innovative tool, which marks a significant advancement in the field of intelligence, surveillance, and reconnaissance (ISR) operations by addressing the complexities and inefficiencies faced by collection planners, will be demonstrated at SOF Week 2025 (May 5-8, Tampa, FL).

Developed in collaboration with partner PatchPlus Consulting, COGSWORTH is an adaptive intelligent decision support tool for collection planners and managers that:

  1. Increases collection efficiency and productivity at minimal additional cost from otherwise unused collection opportunities
  2. Identifies and minimizes duplicative collection
  3. Steers collection to maximize across objectives and priorities in any given current situational context

COGSWORTH’s open, expandable, and extendable data schema not only enables optimization algorithms and artificial intelligence (AI) to reason over past collection plans, asset suitability and availability, and mission requirements to generate optimal collection plan recommendations for ISR but accommodates varying types and amounts of current and future data. Further, as an easily interoperable, deployable, and containerized application, the system is engineered for optimization at scale.

Designed to be deployed standalone or as a subsystem to existing tools, COGSWORTH’s microservices can work with, be leveraged by, or be independent of the military’s current and future computing C2 environments.

COGSWORTH’s ability to dynamically coordinate across ISR entities, improve plan efficiency, and provide gain/loss assessments at a glance will significantly enhance operational effectiveness and reduce risk in military decision making operations.
